I confirm that this happens on networks that do not require login.

I verified the checksums of the files in /var/lib/system-image/keyrings/* and they match with files downloaded on another system
root@ubuntu-phablet:/# md5sum /var/lib/system-image/keyrings/*

9a4214fb6d6d9b27dc5df03b0f2569d1 /var/lib/system-image/keyrings/image-signing.tar.xz.asc

Note that there are only 4 files. archive-master.* and blacklist.* are missing from this directory.
