I have 10+ runs of the gate jobs with 0.9.8+ in https://review.openstack.org/#/c/79816/ and the following logstash query is good (no errors)

"libvirtError: Timed out during operation: cannot acquire state change lock" AND filename:"logs/screen-n-cpu.txt" AND build_change:"79816"

So, Serge Hallyn / James Page, we are good with the changes in http://people.canonical.com/~serge/libvirt-0.9.8-2ubuntu18/ from the openstack side.
