"Flight Mode" and "Rotation Lock" show untranslated

Test case.
- Switch the phone to Spanish.
- Open System Settings.

Expected result.
- "Flight Mode", "Rotation Lock" and "Updates Available" must be displayed in Spanish.

Actual result.
- Strings appear in English.

This is a recent regression. In stable they are right.
