Ok, did the following:-

phablet-shell
$ rm -rf ./.local/share/com.ubuntu.shorts ./.cache/com.ubuntu.shorts ./.cache/upstart/*shorts*

Reboot phone

Start shorts - all okay
Kill shorts
 rm -rf ./.local/share/com.ubuntu.shorts ./.cache/com.ubuntu.shorts ./.cache/upstart/*shorts*
Start shorts - all okay
