As Fiepel suggests, and as Ernesto and Manfred Bergner noted over at #455408, this seems like a workaround:
"sudo gedit /etc/modprobe.d/blacklist.conf", enter password, then add "blacklist uvcvideo" to the end of the file.
It's working for me after multiple shutdowns, starts and restarts, but it does kill the camera.
