Apparently the webcal calendar is treated as an attachment -- setting the application for webcal to Sunbird in Preferences->Attachments caused Sunbird to be launched and it showed the calendar in question.
It doesn't make sense to treat a calendar as if it were an attachment in an email message. With Lightning installed, that's what should handle the calendar.
