Just to add some more information: I am experiencing this issue on Ubuntu 12.04 (precise) 64 bit.
The link to the launchpad page says the latest version for precise is currently 29.0~a2~hg20140219r177112-0ubuntu1~umd1~precise but my local Synaptic Package Manager is listing the latest version as 28.0~a2~hg20140202r169685-0ubuntu1~umd1~precise.
I just double checked with 32 bit to rule that out and it is an issue there too, on a fresh install.
To reproduce:
Download and install http://releases.ubuntu.com/12.04/ubuntu-12.04.4-desktop-i386.iso (I used virtualbox)
Open terminal on the fresh install and run sudo apt-add-repository ppa:ubuntu-mozilla-daily/firefox-aurora (press enter to continue)
run sudo apt-get update
run sudo apt-get install firefox
open aurora and it will be version 28 instead of 29
