indicator applet doesn't show any indicators

Bug Description
After upgrade from Ubuntu MATE 17.04 to 17.10 some indicators in the applet considerably lagged. I removed the applet and added a new one on the panel and no of possible indicators appeared. This problem remains after reboot meaning I cannot access any of indicators like Network, Nvidia video card settings or Skype.

I seem to be seeing the same thing in 17.10. Using the Traditional layout if I add indicator-applet I see no change - nothing appears to happen. Using the Redmond layout adding indicator-applet seems to add indicator- applet- complete.
I've been using the flashback session since 11.10 so it's certainly possible that I'm expecting behavior that simply doesn't exist.
