I just tried 16.04 on a live image (because I've upgraded my only MATE machine to 16.10 so I don't have the 16.04 install anymore) and I can confirm that the bug is occurring there too. This is on MATE desktop 1.12.1 on 16.04.
I will update the bug description. Thanks for your input!
