This happened to me when i tried to install Ubuntu from CD/DVD (standard install) on HP - pavilion laptop with already 4 primary partitions.
Not all but laptops sometimes comes with windows pre-installed (2 primary partitions for windows) and 2 extra partitions , 1 for recovery and one is tools (HP-TOOLS in my example).
In this situation when you run ubuntu installer you haven't option for "Alongside windows" . This option does not exist.
The first option (instead "Alongside windows") is "inside windows" . Inside windows means something like wubi.
This change happen cause ubuntu installer does not have the ability to create another partition.

To reproduce this , you must try to install Ubuntu (standard install) to a laptop with already 4 primary partitions (pre-partitioning laptop from company).

Maybe i didn't explain the situation clearly (my English knowledge is responsible for that.. sorry)

When you do a wubi install you haven't any problems cause wubi don't need partitioning .
