ubuntu_quota_smoke_test / ubuntu_zram_smoke_test failed with module not found on Oracle F-5.13 AMD64

Issue found on Oracle Focal 5.13.0-1019.23~20.04.2 AMD64
(This issue does not exist in 5.13.0-1019.23~20.04.2 AMD64)

The ubuntu_quota_smoke_test failed with "quotaon: Quota format not supported in kernel."
This is also affecting the quotactl06 test in ubuntu_ltp_syscalls as well.

The ubuntu_zram_smoke_test failed with "FAILED: cannot load zram module"

We might want to know:

 * Why it's failing with F-oracle-5.13.0-1023.28 AMD64 but not F-oracle-5.13.0-1022.27 AMD64 without installing the modules extra package
 * As in F-oracle-5.13.0-1022.27, why the arm64 will need the modules extra package (I guess it's just because of the kernel config or the annotations, but again, this is bug 1965522)
 * In the end we will need to decide how to fix this, from the kernel side or just ask the test to install the modules-extra package
