ubuntu_quota_smoke_test / ubuntu_zram_smoke_test / quotactl06 in ubuntu_ltp_syscalls failed with module not found on Oracle ARM64 instances

Issue found on Oracle "ARM64" instances,

The interesting fact is that this issue does not exist on AMD64 instances (except F-oracle 5.13.0-1019.23~20.04.2, see bug 1965509), I assume this has something to do with kernel configs or annotations.

The ubuntu_quota_smoke_test failed with "quotaon: Quota format not supported in kernel."
This is also affecting the quotactl06 test in ubuntu_ltp_syscalls as well.

The ubuntu_zram_smoke_test failed with "FAILED: cannot load zram module"

This issue can be solved by installing the modules-extra package, we will need to decide how to fix this, from the kernel side or just ask the test to install the modules-extra package.
