I've installed Ubuntu Gnome 14.04 , just of today (2014/02/09) and I saw that the package ubuntuone-control-panel-qt is not included by default. Instead the package ubuntuone-control-panel is included, but this package is completely deprecated and doesn't work well (in any environment I think) , neither has (creates) a .desktop file.

You have to remove the package ubuntuone-control-panel and include the ubuntuone-control-panel-qt by default. This one works quite good, I've installed it and I can configure my account now, also I can find it as an application because a .desktop file has created correctly.
