In the 2010-12-01 Monospace test .ttfs:

  "Ubuntu Beta Mono 15" (slab). Hyphen slightly below mid-line of <>
  "Ubuntu Beta Mono Loop" (loop), Hyphen way below mid-line of <>

-> <- need to look like arrows.

The arrow is readable in the different monospace styles (see the attached document).

Are these really pitch-perfect, though?

They are not quite aligned. In each of the Regular and the Monospace there are two main groups, and in-turn those groupings vary slightly different between Regular and Monospace. Beyond that there are small "mathematical" differences and some optical intentions.

  Monospace R17: >-< and +=
  Regular 0.70: >=<+ and -

The main cause issue at hand is that the '-' hyphen has to be a hyphen that works in everyday (mainly lowercase) prose. But the hyphen is also something that gets abused to make ASCII art, to act as a minus sign before numerals and as various operators, in the case of the monospace these are probably like to occur more frequently, hopefully testing may bring back information about how much of an issue it is.

Is there a strong reason not to tweak things so >-=-< works well across
the whole range?

The only reason I could think of is time, and that is not a very good argument considering that moving a glyph up and down is not exactly difficult or time consuming.

Does the community have access to a branch to make patches? - I cant find one...

Fixed in Ubuntu Regular (proportional). >-=+< still need aligning in Condensed, and Mono*.
