[Document viewer] Doesn't open document if app already not running

Bug Description

Steps:
0. If Document viewer is running close it
1. Open web browser and find a downloadable document with a supported format (pdf, xlsx etc.)
2. Click on the download link and select Open with > Document viewer
3. After the file is downloaded, select open

Expected:
Document viewer opens and loads the downloaded file

What happens:
Document viewer opens but the downloaded file is not loaded

Workaround:
Open Document viewer before downloading the file

Device: E5, OTA-12, stable channel

I do experience the same behavior with dekko and the file manager.
When opening a file either from dekko or the file manager document viewer is opened but not the file. Only if document viewer is already open the file will be opened.

I am also using a E5 with OTA-12.
