I take your point and the keyboard configuration section would seem sensible but there a lot of people (like me, lol) who are learning a CJK language and although use English as a primary login language (I'd be lost if I had to do anything technical in hiragana or katakana).
There is also the aside that this is how it is done in Windows too - from adding "Asian language support" in Languages under the control panel, so those migrating from Windows may look here. In fact there is an Ubuntu Brainstorm suggestion here (http://brainstorm.ubuntu.com/idea/2203/) .

Perhaps a we might create a Wiki page for the time being and monitoring how much it is referenced?
