In the running system, timesyncd updates /var/lib/systemd/timesync/clock and that is "more recent" time.
So i think without clock & network. I believe booting, running, rebooting => the second boot should be "ahead of time" and not go back in time.
Maybe we want to copy /var/lib/systemd/timesync/clock from data to recover environment.
