There is a growing need to add others, who by nature of their job have to target bugs to releases (support engineering group), and the lack of access impedes their productivity. However, some of that team and others will not have as much background as the current members of ~ubuntu-release-nominators, so chance of inadvertent errors is greater. Restricting the scope of impact to just the "bug driver" role, would remove a fair amount of risk.
