There should be an "and" besides the comma, before "(c)", too: "This (a) involves a lot of work*,* (b) requires some commercial accountability (e.g. taxes), *and* (c) should be as thin as possible and non-bureaucratic."

Another point, which an English teacher probably would agree with me (or at least s/he should):

"The Community Team at Canonical ARE in a good position to coordinate this work" should be "IS", since "community" refers to ONE community, not two communities - especially when following and teaching the Ubuntu philosophy!
