Bug Description

Clock hands should snap to position when moving them manually (at the moment you can visually move the seconds hand a bit without the seconds digit changing) in the add alarm page and the timer page

I decided to fix this bug in two steps. First the timer part, than the alarm. The fix for the timer is really easy compared to the alarm. As a bonus I fixed bug #1274270
