*.releases.ubuntu.com pages depend on releases.ubuntu.com

Bug Description

http://*.releases.ubuntu.com/HEADER.html refers to http://releases.ubuntu.com/include/ubuntu.css for styling the pages. It would not be the first time that during release, releases.ubuntu.com becomes unreachable, and make other mirrors unreachable as well.

Please consider pushing these css files through to the local mirrors, which will save lots of annoyances and also hits on releases.ubuntu.com.

This came from bug 107836. Unfortunately the operative bit of the change was based on an in-person conversation with James, and I don't appear to have kept any notes.

James, do you remember why we chose to use an absolute URL here, and whether anything would break if we switched to using a relative URL? I'm a bit nervous about changing this since I vaguely recall there being some subtleties ...

I agree it's a problem. It slows users down significantly when they try to download a new release.
