releases.ubuntu.com prettyification should not outsource

Bug Description

releases.ubuntu.com's pretty index page uses CSS and graphics from www.ubuntu.com. This isn't cool. We scale releases.ubuntu.com up to 13 machines to handle the load at release time - I can't afford to do the same for www.ubuntu.com. And that's not even mentioning the 100+ mirrors all pointing back at poor old little www.ubuntu.com. Please include the CSS and graphics you need directly on releases.ubuntu.com, so it (and it's mirrors) are self-contained.

I've done what I can for now (it being very late) and dumped the CSS and graphics onto releases.ubuntu.com and made it use absolute links to those. Fixing this properly with relative URLs so that mirrors won't point back to releases.ubuntu.com for this requires a bit more awakeness than I have right now, but I'll look at it later.
