FOOTER.html does not work on cdimage.ubuntu.com ppa.launchpad.net

Bug Description

FOOTER.html does not work on cdimage.ubuntu.com ppa.launchpad.net

On http://releases.ubuntu.com/bionic/ there is FOOTER.html that is correctly rendered at the end of the page (i.e the contents of http://releases.ubuntu.com/bionic/FOOTER.html )

However, on http://cdimage.ubuntu.com/daily-live/pending/ there is FOOTER.html but it is not rendered (i.e. the contents of http://cdimage.ubuntu.com/daily-live/pending/FOOTER.html is not visible).

Similarly ppa.launchpad.net is not rendering FOOTER.html as seen on http://ppa.launchpad.net/xnox/nonvirt/ubuntu/dists/focal/main/installer-amd64/current/deprecated-images/

Please enable FOOTER.html in the apache config on cdimage.ubuntu.com, on ppa.launchpad.net, and archive.ubuntu.com (untested).

We're not going to do this on ppa.launchpad.net; we should disable processing of arbitrary HTML instead, since it's not safe there (and is an obstacle to moving to HTTPS).

(This comment doesn't apply to cdimage.ubuntu.com. I'm not sure about archive.ubuntu.com; I'm not sure I'm 100% comfortable with it there, but don't have a specific reason to forbid it.)

This is supposed to be served due to a .htaccess file specifying "ReadmeName FOOTER.html". That is generated by ubuntu-cdimage (lib/cdimage/tree.py).

OK, let's look to see if that does happen. Picking a directory:

http://cdimage.ubuntu.com/ubuntu/daily-live/20200326/

The bug is right: there is no footer there. But if I run this on the cdimage host:

  laney@nusakan:/srv/cdimage.ubuntu.com/www/full/daily-live/20200326$ grep ReadmeName .htaccess
  ReadmeName FOOTER.html

it is there (FOOTER.html exists too; you can see this by visiting http://cdimage.ubuntu.com/ubuntu/daily-live/20200326/FOOTER.html).

So I believe this must be a matter of the web server's configuration. The cdimage team themselves don't manage the actual frontend servers which serve our content. We'll need to involve Canonical IS to have a look at the configuration that's in use, and ideally help us diagnose why the "ReadmeName" doesn't work.

xnox, are you up for doing at least the requesting / asking if they can help us?

I actually see the FOOTER.html now in the following folder:

http://cdimage.ubuntu.com/ubuntu/daily-live/20211209/

However, the 'Go to top of the page' link isn't visible but it is in the source of the page in an 'u-off-screen' class. Subsequently, I don't think any work on cdimage is required.
