ACK on 1 vs 3 for debug level sorry I missed that. I have posted a debug patch which should give us level 1 there https://review.opendev.org/c/openstack/tripleo-heat-templates/+/827660 and running the test with it there https://review.rdoproject.org/r/c/testproject/+/38983

If that gives us the required log level in logs/overcloud-novacompute-0/var/lib/config-data/puppet-generated/nova_libvirt/etc/libvirt/libvirtd.conf.txt.gz then we can hold the node for more debug as needed let's see...
