Comment 1 for bug 1940652

As my environment is a RHEL 8.3.
The workaround was:
 # cd ~/.quickstart
 # source bin/activate
 # ansible-galaxy collection install tripleo.operator -p ~/.quickstart/share/ansible/collections/

Probably this needs to be installed at:
   https://github.com/openstack/tripleo-quickstart/blob/master/install-deps.sh#L270
