so apparently now that we merged https://review.opendev.org/#/c/762871/3/config/general_config/featureset037.yml we have started seeing a similar/related issue [1] - I think we can track it here instead of filing a new bug. This new issue is a direct consequence of the fix for this bug merging https://review.opendev.org/#/c/762871

Basically the fix @ /#/c/762871 is only "half" the fix - it sets the "container_registry_file" but that then needs to be consumed by the tripleo-upgrade role ansible... we didn't cherrypick that back to stein only train @ https://review.opendev.org/#/c/717698/

I just posted the stable/stein cherrypick @ https://review.opendev.org/#/c/763546/ and testing it with rlandy testproject review https://review.rdoproject.org/r/#/c/25325/
