so to be clear there are two things:

1. the job is currently using validate tempest. The fix from chandan at https://review.opendev.org/#/c/746446/ will help us with this bug.

2. arx is trying to move rocky to use os-tempest instead, with https://review.opendev.org/#/c/746509/
