rdo periodic centos-7-ovb-3ctlr_1comp-featureset001-train fails tempest cant download cirros image

In [1] the periodic-tripleo-ci-centos-7-ovb-3ctlr_1comp-featureset001-train failed during the tempest run with an error downloading the cirros image trace like

This blocks train promotion and its likely there are many other jobs affected if this is a general problem

moving to fix-released we can change back if something further is needed

no sorry for comment #4 i updated too quickly we need equivalent change in tripleo that points to packstack

so we either need to enable caching or use https for os-tempest cirros download.

hopefully its an easy fix once the tempest folks are around next week
