Download cirros using http fails

Bug Description

when trying to download cirros image using http it fails or is slow:

$ wget -4 -d

I've opened a ticket with dreamhost support on this issue.
They have been quite good in the past, hopefully will be resolved soon.

I have talked to support, it appeared better yesterday... but issue is back today.
