()[rabbitmq@standalone /]$ rabbitmqctl stop_app
Stopping rabbit application on node rabbit@standalone
()[rabbitmq@standalone /]$ rabbitmqctl eval "rabbit_mnesia:is_clustered()."
false

as you can see, we could improve the policy applications with waiting for the app started
