The usage info in that error indicate that this is not running the script in the root filesystem:

["usage: tripleo-container-image-prepare [-h] --environment-file <file path>", " [--roles-file ROLES_FILE]", " [--cleanup <full, partial, none>]"

[root@undercloud ~]# /usr/bin/tripleo-container-image-prepare
usage: tripleo-container-image-prepare [-h] --environment-file <file path>
                                       [--roles-file ROLES_FILE]
                                       [--cleanup <full, partial, none>]
                                       [--log-file <file path>] [--dry-run]
                                       [--debug]

 Is it some container not having the latest stuff?
