Comment 1 for bug 1754609

This is a combination of two problems:
1. we have full cleaning enabled, which may take hours, we need metadata cleaning instead,
2. our workflows do not properly error out on timeouts; this https://github.com/openstack/tripleo-common/blob/master/workbooks/baremetal.yaml#L23-L29 will continue successfully after timeout is reached
