Actually, previous and currently published build oci-register-machine-0-3.14.gitcd1e331.el7 did have workaround in spec: sed -i 's/false/true/' %{name}.conf
/etc/oci-register-machine.conf as shipped in 0-3.14 RPM is:
# Disable oci-register-machine by setting the disabled field to true
disabled : true

and this is RPM installed in the failing job:

So disabling oci-register-machine does not help here.
