Upgrades CI jobs in master not performing upgrade

Bug Description

After this patch: https://review.openstack.org/#/c/512886/ the target_upgrade_version has been modified in the environment file used in most of the upgrade jobs, passing from 'master' to 'queens'.

As a consequence, the following condition is not met: https://github.com/openstack/tripleo-quickstart-extras/blob/master/roles/overcloud-upgrade/templates/major-upgrade-overcloud-containers.sh.j2#L44 and the overcloud deploy command is not being added in the overcloud-upgrade.sh script as observed in most of the master CI jobs:

The script is executed, the docker images downloaded but the upgrade does not initiate:

However, the upgrade is considered SUCCESSFUL.

    Include 'queens' as target version for upgrade.

    The target_upgrade_version is not queens, so
    without this change no upgrade job in master
    will run a complete upgrade as the overcloud
    deploy command to upgrade is not being run.
