Thanks to Dmitry (dtantsur) I could validate my issue is a duplicate of #1513068 - the resolution was:
- apply the patch linked in my previous comment
- `openstack undercloud upgrade'
- `openstack compute service set --enable <COMPUTE HOST> nova-compute'
