Turns out this isn't just updates. All stack deployments are taking about 10 minutes longer. It's worse for updates because it's taking the 10 minute hit twice, but as you can see in this new graph all of the jobs had a bump in overcloud deployment time at the same time: https://66.187.229.172/S/J (Ocata jobs are also graphed to show that they didn't change, so this is something master-related).
