rabbitmq runs out of file descriptors

Bug Description

Bug #1474586 raised the RabbitMQ file descriptor limit to 16384, however, in production environments we are finding that this is still insufficient for larger deployments.

Accordingly, we would like to raise the limit to 65536 FDs, which should be sufficient for the foreseeable future.

This was already fixed in newton via https://review.openstack.org/#/c/332127/ but we need a tracking bug for the stable-mitaka backport, the review for which is https://review.openstack.org/#/c/337607/

    Increase RabbitMQ maximum file descriptors.

    We now allow 65536 open file descriptors to better reflect the
    real-world settings of downstream consumers of TripleO.
