rabbitmq limited to 1024 FD in pacemaker scenario

As the pacemaker resource agent starts rabbitmq-server directly we can't use the normal limits.conf method via systemd to control the file_descriptors limit.

    Parameterize RabbitMQ FD limit

    Together with [1] this change permits to parameterize the file
    descriptor limit for RabbitMQ for both the Systemd startup script
    and the Pacemaker resource agent.

    Increase RabbitMQ maximum file descriptors.

    We now allow 65536 open file descriptors to better reflect the
    real-world settings of downstream consumers of TripleO.
