A related bug to this is https://bugs.launchpad.net/openstack-gate/+bug/1708686 that is where we will track retry attempts. We track them separately because they are often not fatal. We will instead use this bug to track the "No matching distribution found" errors which should be fatal in most cases (will definitely be fatal to pip and most likely to jobs).
