Comment 1 for bug 1362812

Looking in keystone log:
Aug 28 15:27:10 host-192-168-1-108 keystone-all[2826]: 2014-08-28 15:27:09.955 2826 ERROR keystone.auth.controllers [-] Could not find project: service

The service tenant/project is created once heat signals stack ready by os-cloud-config // tuskar. This error being returned to heat-engine should not kill the service. Sure, it can't serve responses, but it can't fail to start just because keystone isn't usable /right then/.
