I added manual iface statements for all of the devices to /etc/network/interfaces:

iface rmnet_usb0 inet manual
iface rmnet_usb1 inet manual
iface rmnet_usb2 inet manual
iface rmnet_usb3 inet manual

...and this fixes the problem, however I'm not sure this is the correct solution as this is a specific workaround for mako.
