Bug Description
When processing a directory whose pathname contains the character ä, Tortoise Bazaar crashes (?) and displays an error message box titled "Tortoise Bazaar" and containing the message: "UnicodeDecodeE
Platform: Windows XP
bzr version: 1.12
Python version: 2.5.2
Steps to reproduce:
1) Create a folder whose name has the character ä, say d:\temp\ä
2) Browse into the folder
3) Right click and select Bazaar init
4) Click OK and close
5) Right click in the folder and select Bazaar Commit
6) The said error message is displayed

I can reproduce this bug. It also occurs if the folder name includes a "ü", a "ö" or a "ß". I tested it initializing the folder as a "standalone tree".
