I found TortoiseSVN doesn't show menu icon on Windows 2000.
Attached dll doesn't show menu icon on Windows 2000.

Please try following:
1. download attached file to (Bazaar Install)\tbzrshellext_x86_noicon.dll
2. start command prompt
3. cd (Bazaar Install)
4. regsvr32 /u tbzrshellext_x86.dll
5. regsvr32 tbzrshellext_x86_noicon.dll
6. log off
7. log in
8. Show context menu.
