It turns out that if there is an .svn directory around, that TortoiseBzr fails to work, and the error message really doesn't make any sense.
I reported it per the request, but, frankly it appears that the error message string is just misleading.
That was a while ago, and I no longer have the situation to reproduce.
This should perhaps be turned into a FAQ entry instead, and this "bug" issue closed -- anyway, that would be my suggestion.
