When a Toontask requires you to recover an item from a Level X Cog, if Y>X, Level Y Cogs will never give you the item. I fought almost ten Level 3 Cogs for a task that requires you to get an item from Level 2+ Cogs, but I could only get the item from Level 2 Cogs.
