It already handles no-specific-time dates while exporting iCalendar files. Anything set to @00:00 or @23:59 is considered an all-day or no-time task. But it doesn't yet do that outside the iCal export. So, I'll have to add it to the rest of the code.
The plan is to make D=YYYY-MM-DD behave otherwise the same as if it said D=YYYY-MM-DD@23:59, except hide the @23:59 part. And, I'll think about how best to make this clear in the GUI...
