If you haven't been watching the news, driving of the Thunderbird release process has recently gotten an infusion of cash, management, and development labor. Along with that came an effort to re-triage the existing bugs and get things back on the radar that may have been previously lost. And requesting the "wanted-thunderbird3" flag is the way to make sure the new triage effort sees it. (doing so now)
