Adding .notebook.header to the list of selectors with @dark_bg_color makes the tabs look better as well...and more in line with GNOME Terminal.

Looks like those rules help out with Radiance as well, but then Radiance also needs this:

.notebook tab .button {
  background-color: transparent;
}
