Modernizing how? The prefs for both versions just went through a whole re-layout and clean-up for 0.98. Right now they are nicely synced, so I'm not sure what you've done or whether it will get applied.

Minimum version for GTK3 is not really well defined. I jump between the two supported LTS releases of Ubuntu which I think is a pretty good minimum. 14.04 is using 3.10, but I think 12.04 is 3.6, so that would be my minimum.

On CSD, I'm going to go with no. As I understand the WM needs to support them, and only the default GNOME one (mutter?) does so. These CSD's would not work on any (or most) other WM, or would they automatically appear below as a toolbar? And what would you need put in the window titlebar anyway?

Normal procedure for contributions is to push a personal branch, and request a merge. Very few people have commit access to the main branches (trunk & gtk3).
