I personally don't think 1.0 is going to happen any time soon, we have too much on our to-do list and too few developer resources.

The API changed from 0.28 to 0.30 due to the Gtk 2->3 transition (actually I'm not even sure if the API changed there, or it's just a brand new way of binding to python), and from 0.36 to 0.38. I don't think it's going to change in a backwards incompatible way more often than every 2 years or so. (We seem to be back in the normal track of a major version twice a year along with the Gnome release, that is, 0.42 expected in September, etc.).

Even if there's another backwards incompatible change, distros will ship the two versions in parallel for a while (as they do now with 3 versions), and porting to the new one will be a piece of cake compared to the current Gtk 2->3 migration, hopefully at most an hour or two of work. So you shouldn't worry about it.
